This message indicates that the master thinks the ring is Complete, but a Transit is reporting one of its
links to be down.
Action
If there is one message, it can be treated as an informational item, and no action is required. The master
may have already sent out its health check PDU with the state showing Complete, just before the link
on this Transit went down.
If this message keeps occurring, there might be a more serious situation to troubleshoot.
